The lowest price on the board
The cheapest presale condo listed today, across the ten cities we track in Metro Vancouver and the Fraser Valley, is a studio at Scout in Abbotsford. It's priced at $279,900. The unit is 326 square feet, and the building won't be finished until 2027.
That's the answer. What follows is what the same question looks like in the other nine cities, and what the floor price actually buys in each one.
What "cheapest" means here
Every number below is the lowest listed price in a building that's currently selling — not an average, and not a typical unit. In most of these cities, that floor price belongs to the smallest home in the building: a studio. In others, the smallest home is already a one-bedroom. In White Rock, it's a two-bedroom. Read the unit column before comparing rows.

The gap between the cheapest and the rest
The spread from top to bottom is $710,000 — the West Vancouver floor is more than three and a half times the Abbotsford floor. Most of that gap opens gradually: Abbotsford, Langley, Maple Ridge, Chilliwack and Coquitlam are all under $400,000, each $10,000 to $45,000 above the city below it. After that, the price climbs faster. Vancouver's floor is $65,000 above Coquitlam's. Richmond and North Vancouver land almost on top of each other — $498,800 and $499,900, an $1,100 difference on prices six figures deep. White Rock and West Vancouver then each add well over $100,000 on top of that.
Vancouver is worth a second look, because the assumption is usually that it's the most expensive city on a BC presale list. Here it isn't close to the top: Richmond, North Vancouver, White Rock and West Vancouver all currently cost more to get into than Vancouver's $444,900 floor at Harlin. That's a function of which buildings happen to be selling right now, not a citywide ranking — Vancouver also has presales well into seven figures. But at the entry-price end of the market, four of the other nine cities on this list cost more to get in the door.
Why the smallest unit skews the number
None of these ten prices belong to a one-bedroom you'd actually want to raise a family in. Three of the ten are studios under 500 square feet, six are one-bedrooms (one with a den) ranging from 437 to 740 square feet, and White Rock's floor is the only two-bedroom on the list, at 708 square feet. A floor price tells you what it costs to get into a building. It doesn't tell you what a typical unit costs, and it doesn't tell you what a one-bedroom costs in a city where the floor is a studio. What would change this
Every price on this list can move without notice. Developers raise prices as buildings sell down, and the cheapest unit is usually the first one to go. Mountainview Lane in Chilliwack is already down to 38 of its 113 homes; once its remaining one-bedrooms sell, Chilliwack's floor moves to whatever's priced next in that building or another. A new studio launch in Surrey or Maple Ridge could reset the bottom of this list entirely.
