New Westminster Presale Condos: Every Project and What It Costs

Nine presale and new-build projects are in the New Westminster catalogue: six selling now from $419,900 to $2,485,900, three still coming soon with no prices posted.

New Westminster has nine presale and newly built condo and townhome projects in its current catalogue. Six are selling now with posted prices, starting at $419,900 for a one-bedroom at First & Royal in City Centre and running to $2,485,900 for a three-bedroom at 618 Carnarvon; three more are still in planning with no prices released.

Here is every project, grouped by where it sits in the city.

City Centre

Two projects are selling in City Centre, both finished.

First & Royal combines new construction with the restored 1890 EMN Woods Home into 189 homes across a six-storey wood-frame building. Homes run 1 to 3 bedrooms, from $419,900 to $859,900, and the project is complete and move-in ready. It's 97 percent sold.

618 Carnarvon is a 33-storey tower with 262 homes, including 13 two-storey townhomes on the podium. Prices run from $699,900 to $2,485,900 for 2- to 3-bedroom homes. It finished in 2023 and is 90 percent sold.

A third City Centre project, Columbia Square Redevelopment, is still years out. Edgar Development's plan for the old Columbia Square Plaza site next to New Westminster SkyTrain Station calls for eight towers up to 53 storeys and more than 3,800 homes in total, including 800 secured market rental units and 160 below-market rental units. New Westminster council gave the policy statement third reading in October 2024, and the city and developer are now working through a detailed master plan. No prices, no floor plans, and no sales date have been released.

The Quay

Pier West, by Bosa Development, is the only project on the waterfront proper. Its two towers, 53 and 43 storeys, hold 660 condos and 5 townhomes, 665 homes total, priced from $595,900 to $1,374,900 for 1- to 3-bedroom units. It finished in 2025 and is 90 percent sold.

Queensborough

Two selling projects sit in Queensborough, both facing the Fraser River.

Timber House is a five-storey mass-timber building with 87 homes, 2 to 4 bedrooms, from $569,900 to $989,900. It finished in 2023 and is half sold.

Mercer Village is a 146-home townhome community from Plat:form Properties and Domus Homes, all 3-bedroom units, from $899,900 to $1,329,900. Phase One is move-in ready; Phase Two is under construction with completion expected summer or fall 2026. It's 90 percent sold.

Sapperton

Sapperton, built by Illuma Development, is nine infill townhomes on Keary Street, 3 to 4 bedrooms, starting at $1,190,000. It finished in 2025 and two of the nine homes have sold so far.

What's coming but not selling yet

Two more projects are past the announcement stage but haven't opened sales.

Nivo will bring 55 townhomes to Victory Heights, in eight low-rise buildings across a full city block. Floor plans run 2 to 4 bedrooms, 1,014 to 1,365 square feet. No price list yet.

Glenbrooke Row is a 10-unit townhouse project in Glenbrooke North, near Queen's Park. Every home is 3 bedrooms plus a flex room, 1,707 to 1,834 square feet, and completion is targeted for 2027. No prices posted.

If you're searching for open house times, our catalogue tracks pricing, unit counts and completion dates, not showroom hours, so check each project's own site for that. Most of the six selling projects above are far enough along that they're move-in ready rather than presale in the strict sense, which matters for financing: at First & Royal, 618 Carnarvon, Pier West, Timber House and Sapperton you're buying a finished or near-finished home, not a unit years from completion. Mercer Village's Phase Two and every coming-soon project are further out. Deposit structures vary by project and stage — Timber House and Mercer Village both spell theirs out in the contract, and the rescission period and typical deposit sizing that apply to any of these are covered in the presale deposits guide and the 7-day rescission guide. Buyers on the GST side, particularly relevant for anything priced under the federal new-housing rebate thresholds, should check the GST rebate guide.

What changes next: Columbia Square's master plan is still being worked out with the city, and Edgar has said full build-out will take 10 to 15 years once it starts, so a sales launch there isn't imminent. Nivo and Glenbrooke Row are closer — both have sites, architects and unit counts set, and typically post prices once sales centres open. Sapperton, at 22 percent sold after its 2025 completion, is the one selling project here with the most unsold inventory relative to its size.
